Mail7 returns three honest results, and only one is rejected on subscribe:

Valid

Mailbox confirmed. Subscriber is accepted.

Not Valid

Confirmed invalid. Rejected at the door.

Unknown

Unconfirmed. Accepted, never rejected.

Unknown subscribers stay: the honest choice

Unknown means the mailbox could not be confirmed, usually a catch-all domain, greylisting, or a server that blocks SMTP checks. Rejecting those would turn away reachable people, so the plugin lets them subscribe.
